2025 Board of Directors

The Chester County Suicide Prevention Partnership (CCSPP) is proud to announce our dedicated and passionate 2025 Board of Directors.

The CCSPP Board of Directors serve as a voting member of the body that has the authority and responsibility to develop policies, procedures, and regulations for the conduct of CCSPP mission. Additionally, CCSPP Board of Directors actively participate in the sustainability efforts of the organization.

Susanne (Susie) Fink, MHS, Board Chair

Susanne Fink

Susie has worked in the Substance Use/Mental Health field for the past 22 years. She has various clinical experience working with adults to adolescents in an array of settings.

Susie and her family moved to Northern Maine for about six years. During that time, Susie had the privilege to work with a Native American tribe (The Maliseet’s) as the Program Director for the Domestic & Sexual Violence Center. This experience allowed Susie to interact closely with the town Police Department as well as the County Sheriff’s Office.

Susie has been working for the Chester County Government for the past 5 years. She was the Mental Health Diversion Specialist from October 2019 to November 2024. In August of 2024, Susie stepped in as Acting Director for the Chester County Department of Veteran Affairs and became the Director in November 2024. Susie continues to be a trainer in Youth Mental Health First Aid (MHFA) & Question, Persuade, Refer (QPR).

Tracy Behringer, Board Secretary

Tracy Behringer

Tracy has been working in Chester County for 18 years as a mental health educator and suicide prevention trainer, after an almost 20-year career as a newspaper columnist and staff writer.

Contracted by Chester County’s office of mental health, Tracy serves on the leadership teams for Chester County’s ACEs Coalition and the Suicide Prevention Task Force. She is one of the hosts of “Let’s Talk About It,” a weekly mental health radio show on WCHE1520.com and an instructor for Mental Health First Aid and QPR (Question Persuade Refer).

Lilian Miller, Board Treasurer

Lilian Miller

Lillian works in graduate enrollment at West Chester University and is involved in mental health programs and activities wherever she can. She is a previous board member of the WCU Community Mental Health Clinic and started a scholarship in her son’s name for clients to be able to access funds for treatment.

Her passion for mental health and suicide prevention comes from personal loss. Lillian has lost both a brother and a son to suicide, along with a close high school friend.

Lillian is a member of CCSPP, trainer for QPR, completed the MHFA course, a “cuddler” volunteer at Chester County Hospital, has completed Leadership Chester County, and attended 5 AFSP Out of the Darkness Walks — she is a vital member of our board!

Andrew Reigle, M.Ed.

Andrew Reigle

Andrew’s passion for Social Emotional Learning, mental health advocacy, healthy relationships, personal boundaries, and work-life balance stems from his upbringing. He is a product of significant trauma involving poverty, substance abuse, sexual abuse, suicide, the foster care system, and negative family structures. Leading to his own attempts at suicide and issues with mental health, he struggled to find himself as a young adult and into the first part of his career. After years of struggling to come out, he finally found belonging as a member of the LGBTQ community and refocused his efforts.

His goal is to spread his story of hope and resilience through effecting change at the systemic level. Under his leadership, more than ten emotional support, clinical support, and integrated mental health treatment programs have been strengthened, developed, and/or implemented in Philadelphia and across the surrounding five counties. These programs provide safe and positive learning environments for students ages 5-21 and include a blend of school-based supports and integrated clinical treatment. His lifelong goal is to afford every student an opportunity for successful development in a nurturing environment, something he lacked as a child.

Carol Rothera

Carol Rothera is a Licensed Professional Counselor and Certified Supervisor in Pupil Services. She provided mental health and suicide prevention/intervention to youth and their families for more than 30 years in chester county.

Carol started her career as an educator teaching on the Hopi Reservation in Arizona.  She has been a school counselor, a crisis counselor and an adjunct professor for 24 years. Currently, she is an outpatient therapist at Juniper Counseling and Wellness. 

Honorable Deborah S. Ryan

Deborah S. Ryan

The Honorable Deborah S. Ryan has served as a judge on the Chester County Court of Common Pleas since 2024. Judge Ryan was the elected District Attorney of Chester County from 2020 to 2023, being the first woman to serve as District Attorney in the county’s history.

Prior to serving as D.A., she worked as a prosecutor advocating for justice on behalf of victims and their families since 1998 at the Philadelphia and Chester County District Attorneys’ Offices, handling thousands of cases.

Judge Ryan was the County Coordinator for the Safe and Healthy Communities Initiative at the Crime Victims’ Center of Chester County, aimed at eradicating child abuse through evidence-based programming for children and adults. She also teaches at West Chester University as an adjunct professor.
